We assume ontological preference for homeownership as an abstract household tenure preference, not in uenced by trading-off costs and benefits of utility preferences through choice in accordance with household resource constraints. Thus an ontological preference for ownership is not a rational economic trade-off of costs and benefits of functional substitutes, or even an intellectual strategic response to manage household circumstances; but instead represents a metaphysical behavioural phenomenon—an ‘innate desire to be home-owners’ and not renters, independent of household economic circumstances and the tenure neutrality (or bias) of housing policy (see Saunders, 1990).
